I am also joining you guys for Delhi half marathon I have done couple of marathon and half marathon in US. i am excited to do one in India.
Googling for “delhi marathon 2008″ does not give any official website. Infact this page is the top result!

in fact singapore regn charges go up after 31 July.
There is nothing on google about delhi 2008 registrations.
